Andorra la Vella — a logistical hub, shopping, restaurants. The most convenient for most travellers.
Encamp — easy access to mountain areas and a gondola to ski areas.
Soldeu — directly in the Grandvalira area. Recommended for a ski holiday.
Pas de la Casa — near the French border. Shopping and skiing, a younger atmosphere.

Rental car — possible from Spain/France. It's important to check in advance for border-crossing permission, insurance, and the mandatory winter equipment (chains/snow tyres) by season.
